Zaragoza hosts the workshop for the development of the DSEAR Plan on efficient water use

Bioazul attended as an expert the 3^rd Public Participatory Workshop for the Development of the Objectives of the DSEAR Plan on efficient water use last June 26 in Zaragoza.

The DSEAR Plan is the National Purification, Sanitation, Efficiency, Savings and Reuse Plan, whose main objective is to review the intervention strategies designed in the second cycle hydrological plans, in five major areas: purification, sanitation, efficiency, savings and reuse. Therefore, its main strategy is to order, clarify and prioritize the measures that Spain is obliged to carry out in the indicated areas to achieve alignment with the ecological transition required by our economy and, synergistically, to address our legal obligations in the community area.

This workshop was organized by the Ministry for the Ecological Transition of Spain (MITECO) together with Zinnae, the cluster for the efficient use of water, a non-profit association that seeks to offer solutions to the challenges of water security, contributing to the circular economy and the smart society.

The reason behind the event was to obtain the view and opinion of different administrations, water sector professionals, scientific-technical staffs and NGOs to elaborate the normative content and the objectives of the future DSEAR Plan. The Water DG (MITECO) is developing the technical work for the preparation of the DSEAR Plan and for this it wants to have from the beginning all the competent public administrations and actors related to water planning and management in Spain.

During the workshop, different hydrological plans were presented with aim of getting lessons learned and correct mistakes to incorporate them into the new plan. The results of this planning process should be integrated into the formally established hydrological planning mechanisms: basin hydrological plans and national hydrological plan. The measures that appear in these plans will be transferred to the basin organizations for incorporation into the third cycle hydrological plans (2021-2027).

In order to offer a more innovative view within the workshop, different experts in the hydrological sector were invited. Rafael Casielles, with extensive experience as a project manager in Bioazul and specialized in water reuse, attended this panel of experts. Rafael highlighted the relevance of innovation processes in the water sector and how European projects are an instrument to move towards a more sustainable world. He presented some projects related to the use of reclaimed water such as SUWANU EUROPE and RichWater. He also pointed out that today co-creation in innovation processes is vital, so that the final user can feel part of the final technology or solution developed in the project.
